Cedar Beach Lights

There are two lights that have been on at Cedar Beach every time I take my son down there during the day and it is making me crazy.  Why can't someone turn them off? Whose is getting the bill for this?  Oh wait, we are.  If I knew where the switch was I would turn them off myself.
