ELIZABETHTOWN - Essex County, NY officials passed a law that would allow them to override the state-imposed tax cap if they decide it's necessary.
Would that be the voters/homeowners, or the lords who forgot they serve who "decide it's necessary"? I'm thinking it's the later and their political power machine. But I could be wrong. :P
