Treatment of Animals Wrong??

Something happened today that I'm not sure what to do with. Bear with me, normally I would have called 911 but it was police who were involved in this occurrence.
This afternoon my mother took my dog down to the beach (north shore in Rocky Point)  for his daily walk and she saw a raccoon sleeping. Whether a smart idea or not my mother woke the raccoon up to see if it was dead and of course it wasnt - it had just been sleeping. Anyway, she ran home and put the dog in the house.  She called our local vet hospital who told her that if she can trap it, she could bring it in and they could test it and if it was sick they would put the animal down for free. She then drove back down to the beach and proceeded to give it water and food and attempted to blanket it. It didn't want the blanket, it kind of just walked away. It was docile and just seemed cold.
It was at this time that she saw two police cars pull into a near by residential area. She watched as they trapped a different raccoon who also wasn't exhibiting signs of being sick, and shot it in the head. Then they tossed it into the dumpster -  all in front of my mother.
Being animal lovers who have lived here, on the north shore bluffs our whole lives we see a lot of animals, especially raccoons.  Just because a raccoon is out during the day in the area which it lives is not necessarily an indication there is something wrong with it. For goodness sake the one my mother found was asleep like it should have been.
After watching them toss the raccoon in the dumpster my mother, beside herself, asked the cops to please trap the one she found and she was going to bring it to the vet. They caught the raccoon with a wire net. They then dragged the animal down to the beach in the net and shot it in the head, then tossed that one in the dumpster as well.
My mother is so sick and she didn't even know what to do considering they were police. So I'm writing to you in hopes that maybe you can tell me who to contact about this.  It makes me sick the way this was handled when clearly we had the means to bring it up to the hospital. To just drag and shoot them like nothing and toss them into a dumpster in front of my mother who had already gone out of her way to help the animal.
